A Research On Comprehensive Disaster Mitigation Planning Project Of Luan Xian

Luan Xian is a county where meteorological disasters and geological disastershappen frequently and seriously. Geological disasters are widely-spreading,meteorological disasters are frequent. Both of them can threaten economic and socialdevelopment seriously.Comprehensive disaster mitigation planning is a significantnon-engineering measure, plays an important role in damage assessment ofdisaster-prone areas and decision support of disaster prevention and relief, andprovides some basis for Luan Xian government and other relevant departments toadopt disaster prevention and mitigation measures. Therefore, it has significantmeaning for regional political stability and economic development to perfect countycomprehensive disaster mitigation planning mode.This article mainly focuses on how to perfect county comprehensive disastermitigation planning mode and has five parts, including project introduction, thepresent condition and the analysis of disaster background of Luan Xian,comprehensive disaster prevention planning of Luan Xian, disaster emergencymanagement system planning of Luan Xian and effect analysis of countycomprehensive disaster mitigation mode. In this article, the author will make someproject management analysis on exploration and method of the implementation ofcounty comprehensive disaster mitigation planning mode, try to take it as a projectto demonstrate, considers the beginning of exploration of county comprehensivedisaster mitigation planning mode the start of this project, take the emergencytreatment when the disaster happens or unexpected events occur as the end of thisproject, take use of the project management method to analyze various disaster project, make management model design about structure and key parts, put countycomprehensive disaster mitigation plan which used to be included in governmentresearch in project management science, specify the property of countycomprehensive disaster mitigation planning project, organize the process of projectlogically, clarify the results of this project, and delve into the common points of thisproject, in order to set a series of county comprehensive disaster mitigation planningproject management indicators, standardize management c and process, realize andpopularize Luan Xian disaster mitigation mode, a typical mode, on the basis ofestablishment of comprehensive disaster mitigation system of government, companyand communities, make this system a support system of implementation of LuanXian sustainable development strategy.We can bring the disaster prevention and mitigation function of government,company and society into play effectively by planning Luan Xian comprehensivedisaster mitigation mode and specifying Luan Xian comprehensive disaster risk andformation mechanism, systemically integrate the whole process,including disasterprevention, meeting an emergency, recovering and rebuilding, in which earthquakedisaster prevention and environmental disasters prevention are the main points, andcomprehensively coordinate Luan Xian’s development and security level to form acapable system for Luan Xian’s sustainable development.Luan Xian comprehensive disaster mitigation mode is the basis for government,company and community to realize a sustainable development and build aharmonious society.
