Research On The Management System Reform Of Water Conservancy Scenic Area In China

As an important part of tourism,water conservancy scenic area plays an important role in the development of tourism.In addition to meeting the multi-level and multi-faceted needs of local repairing water projects,maintaining water resources,and beautifying water environment,its construction and management have also brought significant improvements to local ecological protection,social progress,and economic development.As early as around the 1980 s,some grassroots water management units had tried to develop water conservancy and scenic resources to promote water conservancy tourism.In 1997,the Ministry of Water Resources issued the "Administrative Measures for Water Conservancy and Tourism Areas(Trial)".Since 2001,the Ministry of Water Resources has approved the establishment of 832 national water conservancy scenic areas in 17 batches.However,with the advancement of the times and the continuous improvement of the requirements of ecological civilization,the problems such as improper development and poor management have become increasingly apparent.This research mainly included sorting out the relevant policies,legal regulations and development trajectories of water conservancy scenic areas,and studying and analyzing relevant laws,policies and management models of water conservancy development at home and abroad.By summarizing the past achievements,advantages,problems,and deficiencies in the administration of water conservancy scenic areas in China,this research explored the problems and development situation that water conservancy scenic areas will face in the institutional reform after the institutional reform and the three plans issued,thus proposing specific methods for the effective operation of the management mechanism of water conservancy scenic areas and effective implementation forms for better development.Focusing on the above research content,various research methods such as field research,comparative research are used.Suggestions were put forward to improve the management function of water conservancy scenic spots of the Ministry of Water Resources,establish inter-ministerial coordination mechanisms with relevant ministries and commissions,clarify the "segment" relationship and responsibilities,strengthen the protection of laws and regulations,and play the role of social associations such as industry associations.In the management mechanism,strengthen the incentive mechanism,strengthen the incentive mechanism,build an information infrastructure platform and promote open data sharing,improve the dynamic supervision and exit mechanism,and strengthen policy research and third-party evaluation suggestions.
