The research on the international effect of United Nations is the preliminary research into the concept, characteristic, content, function and the limitation of the United Nations' international effect in the post-cold war era. Beginning with the basic concept of international effect, it takes the Iraq issue for example to discuss United Nations how to handle the international conflicts and disputes. This master thesis tries to find out the current international environment and predicament of United Nations, and to carry out a research into improving the international effect of United Nations.This dissertation is consisted of five chapters. The first and second chapters make the cushion to this problem in the aspects of theories. Firstly, it explains the concept of international effect completely. There are no ready-made theories about it in fact, so I have to draw a conclusion based on its basic definition, international laws and international political theories. In my opinions, it is the complete definition that the positive and beneficial functions are put on the object by the international behavior. Subsequently, it introduces the functions and patterns of the international effect according to Peaceful Settlement theory and Peaceful Change theory, Realism and Complex Interdependence theory etc.. As to the international effect of United Nations, it puts emphasis upon the influence from the powerful nations such as U.S., Russia, France, U.K., China, Germany, etc.. It is well known that United Nations has always been in a vital place in nearly 60 years, but now it is being fringed because of its own limitation.The last three chapters narrate the international effect of U.N. on the Iraq issue from three different periods: before the Iraq War, during the war, and after the war from 1991 to 2003. Since the first war in 1991, a series of decisions on Iraq constituted by U.N. have been carried out. United Nations tried its best to solve the crisis peacefully, and in the first period, the work is positive. The outbreak of Iraq war broke this balance, and U.N. was put aside by U.S.. The authority and effect of U.N. were stroken heavily. But there are many difficulties in the Iraqi reconstruction after war, and U.N. still can do some work on it.
