A Study On Administration Of Social Insurance Fund

As we know, the system of social insurance has been a major obstract to the reform of economy system of China. Social insurance fund is most important in social insurance system.However, there are many prolems in social insurance fund system, such as investment, management and regulation. So it has great significance to research on the administration of social insurance fund.The article consists of four chapters. In the first chapter, it firstly defines the concept of social insurance fund. Next, it introduce the characteristics of social insurance fund.Then, it presents the sources of the fund. Finally, it introduces the significances of the effective management of the social insurance fund.The second chapter briefly introduces the successful experience of the administration on the social insurance fund of foreign countries. The paper introduces the patterns and the developing tendency of the administration on social insurance of foreign countries. And it presents the revelations to China.The third chapter analyses the issues which existing in the administration of Chinese social insurance fund. It sums up four major issues, which are fund collection, fund investment, the system of administration and the system of supervision.In the fourth chapter, the article presents four according policies to solve the issues. Firstly, it suggests three methods to enrich the social insurance fund. The three methods mostly focus on the state assets and the social insurance tax. Secondly, it indicates the multivation of investment is the appropriate settlement to promote the investment benefits and reduce the investment risks.Also it provides some principles which need to be cared of. Thirdly, it points out to strengthen and improve the administration of the fund. A new-style administration system of "power-participation" should be established. Finally the paper regards that it is necessary to establish an effective supervision systemand strengthen the construction of the law system on social insurance fund. The law system will protect and standardize the administration of social insurance fund.The paper indicates the core contents and the requirements of the new system of supervision.By these means, the system of administration on social insurance fund will have a more healthy development and the system of social insurance will benefit from the transformations accordingly.
