This paper thinks that threaten from external environment and weakness in internal environment are stronger than opportunities from external environment and strength in internal environment, which determines SHEIDI to be in bad competition environment according to the introduction of The Second Harbor Engineering Investigation and Design Institute (SHEIDI) and analyzing its external and internal environment. To survive and develop in this complicated and changeful environment, the top management of SHEIDI should plan developing strategies and pay more attention to continuable development of this firm so as to explore a wider and better room for SHEIDI by deepening reform and exploiting new ways.With the development of marketing economy and acuteness of competition, many internal problems greatly limit the development of SHEIDI, such as blank of international market, lack of human resource, bad information system and pale enterprise culture, so TM should regulate strategies to solve them. The paper will analyze and demonstrate developing strategy on market, organization management, human resource, information system and enterprise culture etc. by utilizing strategy management theory and think the enterprise should renew developing strategy according to firm facts so as to adapt the big changes of external and internal environment.The paper designs the overall plan of developing strategies for SHEIDI, including strategic tenet, strategic guideline, strategic objectives and strategic principle, suggests to adopt the strategies of stable developing and diversification based on basic business, combined with the characteristics of water transportation project design.The paper provides the countermeasures for SHEIDI such as reforming existed system to transform into modern company, exploiting international market by adapting international standard and regulation, improving internal management including human resource, operation management, quality control and financial management and creating good enterprise culture by building studying team and excellent brand, stressing information system construction to improve management and technique level.
