At present, enterprises clusters are the popular topic of studies by scholars. In short, enterprises clusters are geographic concentration of groups of complementary, supportive enterprises and related institutions. Evidences show that enterprises clusters can enhance the competitiveness of a single company, push its innovation, develop local economic, and improve the well being of local people. The aim of this study is to probe into the developmental laws and running system of SMEs clusters, and to put the development of enterprises clusters (a better enterprise organization) and SMEs on the right track with new methods through studying the process of the grownup of enterprises clusters and its unique competitive advantages. Of course, the study draw some beneficial conclusions. The main methods applied in this study are as follows:1.Comparative studyBecause in this paper, I regard SEMs clusters as a commercial ecosystem, enterprises and institutions as creaturess, some specialized terms and principles should be used. Yet, due to the difference between creaturess in nature and enterprises, the paper shall compare them in order to keep argument complete and strict.2.Case study and logical positivismIt is necessary to add in some real cases for better understanding and explanation of the succession of SMEs clusters . In addition, cases not only increase the reality but also provide a better practical guidance. In this paper, mature, base principles and terms of economics and management are still required. I am also careful with the unity of empirical fact and theatrical logic.The emphasis of this paper is thrown on the co-evolution of enterprises and other institutions, especially, on their fine competition. Finally, SMEs clusters turn into innovative net of co-evolution. In fact, the essence of the succession of enterprises clusters mean the succession of competition and corporation based mutual relations among institutions, and the response to the changes of natural environment, economic, technological, political environment.The following conclusions have been drawn in this paper. 1.Not all enterprises clusters take place in traditional industrial district, or that with special location, in fact, enterprises clusters in most part, stem from the effort of man. 2.Competitive advantages of enterprises clusters lie in fundamentally fine mutual relations among related institutions with their purposed efforts, or they cannot stand out naturally.3.Do not blindly pull the companies outside into enterprises clusters.4.Although government is indispensable for the development of clusters, government should intervene at the start or under some crucial circumstance such as the important upgrading and shift of technology.5.Speed up the birth of dominant type enterprises and put them into the highly competitive international market.6.Diversify dominant type enterprises in a cluster or in an industrial zone. The enterprise diversity can reduce the risk of decline of enterprises clusters. Of course, it is better for enterprises to cluster at each link of different industrial chains that mix together. 7.We shall handle the net cost in a relative view .we shall intensify its attraction, uplift its influence and increase its returns in order to outdo the agglomeration based net cost.8.An important factor to enterprises clusters is green development. Green means environmental protection, clean production, ecological building-up and development. A fine life environment can draw capable persons, prevent talents from leaving, moreover, and balance other weakness.9.This paper tells the difference between agglomeration and clusters .the paper holds it that agglomeration is the base stage of clusters. Only if enterprises compete in a fine manner, could an agglomeration turn into a cluster soon or later. During the shift period, enterprises inside have competitive advantages over enterprises outside.10.It is essential to keep a relatively large number of dominant type enterprises.11.Although many ent...
