Japan's "political power" strategy is the general strategy of Japan's national development which has been established and pursued by Japanese government since 1980s. It was set up on the basis of revising the one of "founding a State through economy" and by means of many years' theoretical and practical exploration. With the end of the cold war, fundamental changes have taken place in the world political structure. Facing the reconstruction of the world structure, every country is adjusting its strategy of diplomacy to adapt to the new situation. Japan, which has dissatisfied with its position of "economic giant and political dwarf", has decided to make use of the new century to march to "political" and military power and has also decided to occupy an important seat in the new world structure. Through Japanese politicians' hard work and preparing, the position of its national strategy is becoming clear. Japan has put forward its "political power" strategy and is in the pursuit of becoming one of the important poles of the world in the course of the reconstruction of the new order of the world. The objectives of Japan's "political power" strategy are that: firstly, Japan should be equal to the western powers and extend its right of speech in the world; secondly, Japan should play a leading role in politics and economy in Pacific-Asian area; thirdly, Japan should become a new permanent member state of the Security Council of UN. and uphold its own interests through the Security Council. At this period of time, Koizumi's Cabinet is pursuing the normalization of the country ,leading Japan to be a "normalized country" and "ordinary country". Japan is carrying out political, economic and military reform, making Japan be a "normal country" worthy of the name completely and thoroughly, assuring its safety interests and political interests in the pacific-Asian area and even the world. Its ultimate target is to become a permanent member state of the Security Council of the UN, which can have much more rights of speech and rights of policy decision on international affairs. As a close neighbor of China, its any movement will produce a great influence on China. Being one of the largest countries of East Asia, the changes of its strategy will undoubtedly affect this area and give an impetus to the changes of this area. That will also exert a great impact on the international structure. Therefore, to make a study of Japan systematically and deep will be one of the most important contents of the international politics research. To make a study of Japan's "political power" strategy will be of great significance, which will help us have a correct understanding of the trend of Japan's national strategy, the current and future situation of the world and Asia and help us work out effective diplomatic strategy in the future world structure.This thesis is divided into three parts. The first part is the reasons why Japan's "political power" strategy was advanced and its development and adjustment. The author analyses the reasons of the forming of Japan's "political power" strategy in economy, politics, thought and culture, expounds its historical process of its forming, development and its adjustment after the cold war. The realization of Japan's economic power spurred Japan to strive for the position of "political power". The challenge of keeping the position of economic power also forced Japan to strengthen its power on politics and military. The changes of national consciousness created favorable conditions of its forming. "Money politics", the corruption of Japanese politicians and officials and the government crisis made it difficult for Japan to go on according to the traditional model and way. Japanese thought and culture traits affected and dominated its people's behavior.
