The Countermeasure Research On Construction Of Small Towns In Taian

Based on referring exist study and the practice of development about the14 center registered town in Tai'an, mainly adopting the research methods ofpositive research, the writer attempts to systematically make analysis andresearch on the important problems including history, current situation,development trend, planning and overall layout, building management andsystem innovation etc of the small towns by combining theory with practice,and puts forward the practical policy and suggestion correspondingly, expectsto enlighten and direct the building of small towns. This thesis is divided into three parts. The first part introduces on thewhole, the second part analyses the current situation of small towns of Tai'anand predicts the development level, the third part studies systematically andputs forward the corresponding countermeasure on the great problems relatedto the construction of small towns of Tai'an including planning and overalllayout, investment and financing, using ground, household registermanagement and administration management system etc. The following arethe main points of the thesis: 1.The history stage and current situation. The countryside small towns ofTai'an nearly stay fixedly between 1949 and 1978. They enter a new periodafter the policy of reforming and opening and have undergone four stages onthe whole: stage of carelessly building (1978-1984), stage of underwaydeveloping (1985-1990), stage of fast developing (1991-1997), stage ofstandard developing (after 1998). Looking from the development history andcurrent situation, it mainly has six small towns types: industry-orientated,foreign trade-promoted, industry-served, mining-served, commodity-circulated, tour-visited and synthetical development. The development coursesof more than twenty years demonstrate the enormous economic benefits andsocial benefits of small towns, however, it has exposed many problems whichmainly include the lack of rational and scientific regional planning and overall 3山东农业大学硕士学位论文layout, the relatively small scale, the infirm synthetic function,the weakradiant driving strength, the lack of industry support, especially the investmentand financing management, the household register management andadministration management system that need to be innovated imperatively. 2.The prediction of development direction and level. The urbanizationlevel of Tai'an has already reached 39%. The total development directions areto center Tai city, to tie Xintai, Feicheng and Ningyang, to make 14 provincialcenter towns as carriers, to set up the development mechanism in coordinationamong Tai city, counties, small towns and vast villages, to form thecharacteristic pattern of urbanization progressively. Predicting from economy,population and construction, the urbanization level will reach to 48% by 2010and reach to 60% by 2020. 3.The overall planning and layout. Planning and layout is the guide to thebuilding of small towns. The planning of small towns is to strategicallyarrange the development course of certain regional small towns, the layout isto macroscopically arrange the development space of small towns. Thebuilding and layout of small towns of Tai'an, in holding five principles ofoverall linking up, roundly coordinating, economically using ground,environmental protection, doing things within the limits of one's ownresources, must accomplish" determining one guide idea, setting down twodevelopment plans and strengthening three actions" in order to guaranteeingthe integrity, rationality, scientificalness and durative.
