A Research On Management Of Small Towns' Construction: Case Of Xiang Fan City

The 16th congress of the Communist Party of China has set up the target of building comfortably well-off society comprehensively. And it dos set up the economy target, in terms of which, GDP of 2020 will be four times as much as of 2000 and the nation's comprehensive strength and competition will be enhanced obviously, basing on the optimized structure and high efficiency Industrialization will be realized on the whole. The socialism market economy system will be greatly improved and a more vivid and open economy system will be formed. Meanwhile, the percentage of town population will rise greatly and the trend of enlarging the gaps between industry and agriculture, town and countryside, one district and another will be reversed step by step. However, building modern agriculture and increasing farmers' income is on important program of building comfortably well-off society comprehensively. Therefore, developing small cities and towns becomes the critical part of realizing our comfortably well-off society. And it also offers a new clue to solving the three agricultural problems.Redundant labour is a general problem in China's countryside and farmers' income declines instead of increasing. The development of small cities and towns should be based on China's countryside and farmers needn't leave their homes. This principle has tremendous practical significance as to changing the social structure of the country side to promote the whole society, booming the economy of rural area to increasing farmers' income, speeding up the development of cities and towns to ensure the stability of cities and accelerating urbanization.This paper expounds the building and management of China's small cities and towns in three aspects. Part I analyzes the progress and characteristics of country growing into cities and theories on management of small cities and towns, such as the meaning, characteristics, functions and content. Based on Part 1 and example ofXiang fan city, Part â…¡ expatiates upon problems of country growing into cities which include the background, stages and diversity, positive effects and defects. Then part â…¢ puts forward train of thought and measures of building small cities and towns.Now the building of small cities and towns is a popular problem. Experts of politics, administration, economy and sociology pay much attention to this and there are many monographs and theses on this aspect. However, analyzing the building of small cities and towns with a specific area as an example is not often seen. This paper combines the particular with the general and analyzes the process of Xiang fan city's development with the background of Chinese small cities and towns growing. It also points out the positive effects and defects in this progress. It is suggested that the innovation of the above analysis and views have reference significance to other area dealing with the problems occurring in the same process.
