The level of the urbanization is an important mark of measuring economic and social standard of a nation or region, and improving the level of the urbanization is inevitable. Compared to the developed countries, we have the falling behind industrialization and urbanization, which restrict the development of economy. As ties of urban-rural small towns play an important role in the course of urbanization and greatly influence the development of regional economy and integration of urban-rural. However, small towns itself remains some problems with brilliant achievements after developing many years. At the same time, small towns are confronted with the pressure resulted from the increasing level of urbanization and the reform of census register system. How does the small towns develop in the future in such situations?The article probe into the tendency of small towns development in different regions based on the analysis of the factor influencing the development of small towns and current situation of the urbanization. In the developed regions, there are lots of small towns dispersing whose scale is small. So it is difficult to bring the gathering advantage of central towns into play and expand the scale of towns. After increasing in numbers the important of all is to improve the quality of small towns. It is necessary to rationally adjust small towns layout and enhance the link between towns according to the market regulation. Small towns tend to space integration. On the contrary, small towns developed slowly and the numbers of it is short. The most difficult is short of the power of development. So dot-axis is the best pattern that investment should be gathered in small numbers towns and axis, which could lead to the increase of regional economy. Some proposal related to policy is discussed in the end of the paper.
