Study On Rationality Of The Township Enterprises In Panzhihua

Township enterprises(TE) are set up by the collective or individual in the villages and towns. They are the bonds and bridges between cities and villages, and the way of increasing the incomes of the farmers .In the past, they gave rise to the development of rural economy in China. But now their developing speed decreases. Besides the violent market competition, the irrational industrial structure is the main cause.Panzhihua is a heavy industrial city set up in the middle of the twentieth century. Influenced by the industry in the city, the industrial structure of TE in Panzhihua is irrational. In view of this, the paper analyses the law, the way of detection and present situation of TE in PanZhihua, then it reveals the restricting factors of adjusting industrial structure, and predicts its future. At last, it puts forward the following countermeasures of adjusting industrial structure:(1)Serting up a conception of sustainable development, regarding the market as its orientation, making full use of the comparative advantages, and Sticking to the mutual importance of the conventional and modern industries. (2)Reinforcing and leading the first industry, optimizing and improving the second industry, and speeding up the third industry; Formulating rational policies of industrial structure and providing a good environment to rationalize the industrial structure.
