Research On The Construction Of The Cadre Team In The Finance System Of Tianjin Binhai New Area Under Administrative Constitution Reform Background

To meet Tianjin Binhai New Area economic and social development,all aspects of reform work in an orderly manner.Binhai New Area is the third pole of economic development growth in C hina.However,due to the historical reasons,the administrative constitution reform has been restricting the development of Binhai.The Tianjin municipal government held a mobilization meeting with the purpose of deepening the reform of Binhai on September 26,2013.In Binhai the second round of administrative reform has officially been launched,and it was the continuation and deepening of reform compared with the previous round.This reform has revoked the working committee in Tanggu,Hangu and Dagang.The original committee-owned institutions and personnel have been incorporated into their corresponding departments in Binhai.In this environment,each department is bound to face the adjustment of merging institutions and personnel,as well as a series of changes,which will cause certain influence and impact of the contingent of cadres.Meanwhile,the construction work for the cadres is the foundation and the key to strengthen the government's ruling ability and promote the smooth comprehensive reform.Therefore,the research and the analysis on cadres construction is of great significance to the realization of the ultimate goal for the reform of the administrative system in Binhai.This paper is divided into six parts: The first chapter is to propose a research topic,expound the present situation and the significance of research,and describe the main research methods;the second chapter introduces the concepts and the theories related to the cadre construction and provides the basis and support for the subsequent research;the third chapter is to introduce the basic situation of Binhai and the history of the administrative reform,and analyze the influence on the government cadres;the fourth chapter mainly introduces the basic situation in the cadre construction of Binhai finance system,as well as the main methods and results of the cadre construction,and analyzes the existing problems and the reasons;the fifth chapter puts forward the countermeasures and suggestions for the cadre construction in the finance system of Binhai;the sixth chapter summarizes the whole article,and prospects the development of the cadres construction under the new situation.
