Infrastructure investment is indispensable to the development of economy and society. Moreover, political factors affect the infrastructure investment to a large extent. China has experienced the deepening of reform of the cadre and personnel system. The fiscal decentralization gives local officials greater economic and social influence on the region concerning, and political centralization gives of the central authorities absolute power to appoint officials. And in this era of development, the assessment of officials increasingly focused on the performance of economy. Therefore we investigate the relationship between the officials and the infrastructure investment. More precisely, we examine the impact of political factors on infrastructure investment from the point of view of official turnovers.In theory, the official turnovers should have two different effects on the infrastructure investment. On one hand, due to the so-called "59-year-old" phenomenon of the former officials, and the differentiation strategy of the step officials, official turnovers will lead to faster infrastructure investment than before. On the other hand, since the step officials need to adapt to the new role, the infrastructure investment growth rate may appear to be somewhat smaller.We use the official turnovers in the previous year according to the characteristic of infrastructure. Generally, the previous official turnovers have a significant negative impact on infrastructure investment growth rate robustly. If we take different regions into consideration, we find that the infrastructure investment in the east part of China is more sensitive to the official turnovers. If we consider the turnovers of different positions, we know the turnovers of the secretary of the party hardly affect the growth rate of infrastructure investment. However, the turnovers of the governor have more obvious negative effects. This shows we have made some achievements of the modern transformation of the governance structure of our country.According to the results of the analysis, the paper proposes some suggestions. For example, we need to deepen the reform of the cadre and personnel system, promote the social governance restructuring, maintain social stability and so on.
