Tianjin Thermal Power Company (TTPC), as the leading one in the heating supply enterprises in Tianjin Municipality, has witnessed a trend from making profits to suffering losses in its business operation with the continuous deepening of the socialist market-oriented economy reform in China. The fact that TTPC finds it difficult to further develop its business results from an ambiguous developing direction and an irrational product structure. This thesis, based on the reforms and developments in the municipal public utilities and combined with the state's policy guidance on natural monopoly industries and the operational status of TTPC, conducts a comparatively comprehensive study on the reform and developing strategy of TTPC mainly by way of combining quantitative analysis and qualitative analysis.This thesis first gives a deep analysis on the internal and external operation status of TTPC, and has a forecast of the developing situation of the heating supply market in Tianjin Municipality in the coming five years by using multi–linear regressing method; then through establishing SWOT analysis model, The diversification strategy is being made out; furthermore, formulate the strategic policies in the fields of heating supply business and diversified business development; due to the fact that financing plays a critical role, the financing strategy for TTPC is to be presented at last.The current status of TTPC in its business operation is made clear accurately, which shall attribute to TTPC's future development .Meanwhile, other heating supplying enterprises and municipal public utilities in great numbers like TTPC on the edge of reform shall get a good reference from this thesis.
