Zhenjiang Port Development Strategy

Arising in the late 1970's,strategic management is a new form of management and rising subject. In the recent ten years, with its rapid development, it has been widely used and has brought notable results. As China speeds up the pace of joining WTO, the port is faced with increasingly intense competition for markets as a open system closely interlinked with the outside world. People pay more and more attention to the port's development from strategic perspective. The article delves deeply into the development and research of the port's strategic management. It analyses its strategic development orientation combining with its current situation in Zhenjiang and puts forward beneficial developing tactics.The research work of this article is made up of theory and application, among which the theory introduces the basic concepts and theoretical basis of strategic management and makes analyses of its importance in the port's development in accordance with its characteristics. Also it raises methods and steps to analyze its strategic environment and discusses the significance of its strategic management. The part of application probes into the internal and external environment of the port in the light of its actual situation in Zhenjiang. And it scientifically forecasts Zhenjiang port's circulation development of goods in the future( i.e. the developing trend of its handling capacity of goods and goods structure) and raises new and significant ideas on the basis of analyses of strategic management theory.In the part of application, the article checks the influence of the city and the hinterland's economic development on Zhenjiang Port, beginning with the survey of national economy development in Zhenjiang in the recent years. And it reviews the history of Zhenjiang Port's development so as to appraise its presentcondition objectively and analyses the major problems and methods of improvement in the future.The article concentrates on the forecast of Zhenjiang Port's development in the future. After advancing general method and technology of forecast, it takes environment element identified technology and analytical technology of SWOT state to analyse Zhenjiang Port's developing strategic environment. It is significant, considering that the port's handling capacity of goods is important for the research of its developing strategy and national economy's development in the economic hinterland and the country's competitive power in the international economy. The predecessors used to take regression analytical method and two-time exponential smothing while forecasting the handling capacity of port. On the basis of summarizing their experience, the article takes three-time exponential smothing and combinatorial technology. With distinctive opinion of value of coefficient a , it makes use of the computers' programming operation to make the value of a more accurate. First the article takes regression analytical method to forecast and at last combinatorial technology to forecast the port's handling capacity from 2001 to 2010,considering the differences got by the two methods. The correct forecast of goods' handling capacity is important for the port's layout, investing scale of capital facilities, operation tactics, developing strategy and planning of comprehensive transportation related with feeder services.After making a detailed analysis of developing strategy environment of Zhenjiang Port and forecasting its handling capacity, the article advances its developing countermeasure in the next ten years, mainly including the following six points, 1) to decide on developing scale of Zhenjiang Port; 2) developing tendency of classified goods of Zhenjiang port; 3)countermeasure of organizing supply of goods; 4)financing tactics of port; 5) to strengthen management of human resources; 6) to raise the level of itsinformation.The article provides useful references to the port's development and is of practical significance.
