As one type of goods, tobacco has embodied features of both general and specific commodity. For a general product, it has to follow marketing rules. However, our government has formulated specific laws to manage, sell tobacco and produce it within a certain quantity, due to its high profits, negative externality as well as low elasticity of demand. In the meantime, the government also assigns heavy tax on tobacco industry, which is taken as a measure to protect the whole nation. Administrative laws of tobacco monopolization are essential to promote natioanl tobacco monopolization policies and protect consumers’rights. County tobacco monopoly administrations establish the relationship between National Tobacco Monopoly Administration and sellers. They are the direct administrations to consumers and they represent tobacco companies as well. Since China started reform and began a policy of opening up, these local tobacco monopoly administrations have enhanced management of tobacco industry under the supervision of higher administrations. Whereas, there are still some difficulties existing in local organizations. This paper sets up the example in County W Tobacco Monopoly Administration, and conducts research in the administration process of this local monopoly organization. After analyzing major problems and their causes in administration, the paper proposes suggestions to promote tobacco administration.
