With the analysis of environmental factors,the appraisement of mode effects and the research of operating mechanisms of stock ownership encouragement implemented in IT enterprises, the author tries to offer decisive basis and applied thoughts of IT enterprises implementing the stock ownership encouragement.In this article, it first elaborates the internal and external environmental factors and SWOT analysis of the stock ownership encouragement in IT enterprises. Secondly, it illustrates the important modes and effect evaluation of stock ownership encouragement implemented in IT enterprises. Finally, it puts forward the operating mechanisms including capital market, professional managers' market, benefited mechanism of staff, regulation mechanism of exercise and stock ownership, and supervision and control mechanism of IT enterprises implementing stock ownership encouragement, and examples foreign and domestic cases.In the article, the author makes an effort that one is from the aspects of system to analyze and research the internal and external environment and SWOT of stock ownership encouragement in IT enterprises, and further to offer countermeasures of the operating mechanisms, and the other is to put forward the new thoughts and idea of creating modes and mechanisms of stock ownership encouragement in IT enterprises. The purpose is to offer decisive basis and applied thoughts of stock ownership encouragement for IT enterprises. Therefore, this article has the important theoretical and realistic value to enforce stock ownership encouragement regulation suitable for IT enterprises promoting stringing development of IT enterprises.
