With the development of social economy and the progress of science and technology, corporate culture plays more important roles. Since 1990s', the operating surroundings of telecommunication industry has changed a lot. Government and enterprise departing, post and telecommunication operating respectively, the administration system reforming, technology advancing, our country being a member of WTO and the market competition becoming more and more serious, the telecommunication industry has to rebuild its corporate culture. In this course, it must draw lessons from advanced operation pattern and administration methods of foreign countries, and then, it can strengthen its core competition abilities.The research designed a set of investigating questionnaires about corporate culture, according to five-dimensional culture theory of Geert Hofstede. Under the quantitative method of OCI, some samples surveys were made in the telecom-operating enterprises in Chengdu district, Sichuan Province and Shijiazhuang district, Hebei Province. The data were dealt with by statistical techniques. Primary characteristics and current circumstances were also studied by qualitative methods and quantitative methods.On the basis of comparative analysis of the resources of the questionnaires, some tendentious conclusions were made. Statistical analyses of the original samples showed that the staffs in the telecom-operating enterprises have higher power distance and uncertainty avoidance; have tendency of collectivism; have lower masculinity and stronger long-term orientation; have a decline tendency on the three dimensions of power distance, uncertainty avoidance and masculinity/femininity. At the same time, survey-findings also showed a certain difference. On the whole, corporate culture of telecom-operating enterprises in our country is on the primary stage, whose outstanding question is lack of characteristics and agreement and practice of corporate culture. In addition, it is a long process to rebuild corporate culture. Encouraging behavior criterion and value concept is useful to develop corporate culture, but some deviation may occur when they are carried out.The model of rebuilding corporate culture is built and, according to the main effecting factors, the rebuilding corporate culture of telecommunication industry was analyzed, which includes: enterprise's history, developing strategy, environment, enterpriser's characteristics and the connection between corporate culture and traditional culture. According to the characteristics that telecommunication enterprises are in the transferring period, some objectives and suggestions were put forward specially. On the one hand, we must realize the urgency and importance of rebuilding corporate culture from the point of developing productive power,make enterprisers' creation release, rebuild an outstanding value concept of enterprise accepted by all the staff according to developing strategy. On the other hand, rebuilding corporate culture is gradual process. We must absorb and refer to traditional culture and advanced factors and experience of other culture, emphasizing efficient protection system and building the atmosphere of corporate culture.
