| The first chapter of this article explains research background and intention, research scope, article structure and research route in brief, as opening words. The second chapter, as theory support, discusses research trends of domestic and international human resource management (HRM) theories in aspect of historical logic and diagnosis model. The third chapter analyzes external environment of XC cigarette manufactory (XCCM) in aspect of international, nation and province, diagnoses actuality of XCCM from constitutional structure, major advantage and disadvantage and strategic targets, and considers promotive development strategy in accordance with the reality of XCCM. The forth chapter enters the core of article---the diagnosis of HRM.The fifth chapter introduces the general situation of HRM survey questionnaire, explains the statistical and analytic results of survey, and analyzes and diagnoses the extrusive questions of the survey results in particular.
