In new century, Chinese enterprises are faced with a number of big challenges. For this reason, all kinds of enterprises concentrate their energy on Human Resource Management (HRM).HRM is the effective management of people at work. HRM is now viewed as a crucial management tool on making many enterprises gain and keep competitive advantages much more, even as core competitive competence.Shenyang Dongyu Group Co., Ltd, being one of the biggest private enterprises in Liaoning Province, has put forward "Regard people as foundation" value in the middle of 1980s, has been carrying through exploration in HRM practices, making many progresses, but the level of HRM on scientific and well-behaved management is lower than that of many advanced enterprises.To accomplish the important objectives of HRM, Dongyu Group need to build up own HRM model.By examining all kinds of HRM environmental factors, practical experiences, as well as problems in HRM, the author puts forward the 3P-O model suitable to Dongyu Group'HRM.This thesis can be divided into five parts .Part one is preface, it states the background, the importance of this paper, the structure of this thesis, the research thought, as well as the main contents. Part two is the basic HRM theory and principle, it reviews many HRM theories, management strategy. Its goal is to provide theory basis for designing, understanding, executing HRM policy, HRM rules and procedures. Part three is HRM environmental analysis, Its main purpose is to make all managers establish crisis consciousness in their minds. Part four is constructing 3P-O model for HRM, based on integration within science, system, human, rule, including position management, MBO, performance management system, pay design & management. Part five, the author provides the principles, the conditions, as well as the operating mechanism of 3P-O model practices.
