| A steel making plant is a key node in steel manufacturing chain in a steel enterprise. The effect of cost control in the steel plant will directly affect on enterprise's competition in steel market. With a poor competition in steel market, it is crucial important for the steelmaking plant of The Changcheng Special Steel Ltd. to cut down its costs in steel making process because the unreasonable cost has threatens the corporation's survival and development. So a decision support system for steelmaking cost management and control in The Changcheng Special Steel Ltd. will be great helpful for the enterprise to survive in current steel market.In this thesis, the cost management and control decision support system has been planned and designed in he situation and future of the steel plant. After the frame of decision support system has been constructed. Some models such as decomposing expected cost model, activity model based cost management, cash flow management system model, quality integration management system model, comprehensive evaluation model for investment decision, have introduced to cut down the costs in the production process, product development, process design, product quality and product innovation.With the help of cost management and control decision support system, obvious profits have been got in the steelmaking plant of The Changcheng Special Steel Ltd. The cost per ton steel in division no.4 of plant during 2003 decreases RMB 45.67 yuan than one during 2002, and the cost in the plant during 2003 is cut down RMB 11.03 million yuan in comparison with the cost during 2002. It has been shown that the decision support system is valid and useful to cutting down cost in the plant.
