On The Building Of High-quality Parties Participating In Politics

Party politics are the central issues of the modern political life. The system of political party in China is distinguished with other countries because of its historical and realistic particularity. While strengthening the Party building in power, meeting the needs of political civilization construction, every democratic party must strengthen its own construction in an all-round way. This not only reflects the particularity of China's political system, but also is the urgent need of strengthening democratic politics construction. From the interrelated angle of history and reality, this text attempts to probe into meaning, importance, environment, main content and guidelines of construction of high-quality party participating in government and political affairs, etc. The text of the article is divided into four parts altogether: The first part analyses Chinese special political party system and historical forming process mainly. From the gestating in the party's "the Second Congress" to taking shape by 1949 with the winding development after " the Eighth Congress" in 1956, and then getting the new development after 1990s, the political system of multi-party co-operation final was fixed on the level of the constitution through four stages. The origin of this special political party system is Chinese special historical process and social reality.At the present stage, there are its realistic foundation and necessity in strengthening the party participating in politics building. The second part of the article, on the basis of the analyzing the meaning of the building of high-quality party participating in politics, has proved this question especially. First of all, from the general plan of the Communist Party of China, if the relatively independent pattern of the party, country and society offers the realistic foundation for the democratic party's participating in politics in the new period, the request of integrating society in power will become its immediate cause. Secondly, the deep change of social life is the origin of the building of the high-quality party participating in politics, democratic parties exactly serve as the important role in different requests produced by the splitting of social strata. The third part of the article, as the center point of the article, has described three levels of the building of high-quality party participating in politics: environmental system, core, and goal system. First, it is the prerequisite and foundation to cultivate the environmental system of participating in politics for the building of high-quality party participating in politics. The environmental system of participating in politics includes two main parts: objective environment and subjective environment. The objective environment is a macro aspect of the environmental system, including the respects such as history, economy, politics etc.; and the subjective environment, as the micro aspect, should mainly embody in the guiding principles of the political party, the policies and the party member's consciousness of participating in politics. Second, the core of the building of high-quality party participating in politics includes the abundant content. There are three respects mainly. Thought theory building is the core, so every party participating in politics must has itself independent characteristic concrete guidelines; Organizational building is the foundation, every party must holds the relations of quality and quantity, focal point and non-focal point etc. in the organizational development, and regard playing the maximum function of participating in politics as criterion; Professional qualifications building is a focal point, every party must strengthen the consciousness, the will and the ability of participating in politics.
