| Introduction of the system of villagers' self-governance is a forcible kind of alteration enforced by the state, However, the democratic principle contained by the system has not been fully implemented with the system being embedded, and there is the possibility and the objectivity of alienation the villagers' self-governance affected by three branches of variables composed of power, benefit and culture.The possibility and it is far from the demand of Four Kinds of Democracy.The objectivity and possibility is the logic starting point of analyzing the existence of the model elite governance, Mean-while, state-predominated modernization style. Provide conditions for the combination of rural elite governance. Elite governance is divided by transverse and vertical types. Elite alliance is bound to form exclusivity which displays in sufficient participation and adequate supervision. Though elite governance is good for efficiency , leadership and making division and in a degree is able to enhance rural economic development and the social stability. However, elite governance is easy to be disintegrated due to insufficient supervision.Under the circumstance of elite governance, mass's participation must be first solved. But it is not enough to solve just by embedding some system. There lie many constraint factors in the aspect of politics, economy, culture, etc. Therefore, an overall effort must be made to keep balance, which is best way to realize democratic governance.The gradual process is not pessimistic. In the course, to solve the problem of insufficient supervision can be regarded as the acting point. To fully solving insufficient participation is related to civic timber, institutionalization, opening administrative act and organization construction, at the same time, is relevance to the macro, politics, economic, culture. So the condition of advancement of the cutting point is a return of the condition of eliminate restriction of which elite governance transforms democratic governance, which is a "stimulation-reflection" relation, which is pushing forward the process of democratic governance.The thesis is composed of six sections including preface and the summary, and the core section includes concept analysis, variable analysis and model-path analysis.1. Concept analysis: The section first introduce elitism's change in the west. Traditional elitism is related to dictatorship, and it put that governing power is controlled by the few oligarchies. New elite theory stipulate the link by which elites are push out and it demand that the elite's power be surprised. So it became a western democratic theory. Secondly, due to the difference of politics, economy, culture and civic timber between China and the west, elitism is just accepted as a governance technology by China at the present. "Elite governance" can simply be considered as a governance form which has not been fully realized that is to say, the system of villagers' self governance, which includes democratic content, can't be actually implement in the practice. Because of many restrictions, rural governance still emphasize the function of elite governance, and institutionalization has not been realized fully.2. Variable analysis: The democratic content contained by the system of villager's self-governance can only stay at the level of institution, why?The section demonstrates the objectivity and possibility that the system has been distorted in the practice. They has formed the logic starting point of elite governance, which has derived from the requirement of state-predominated modernization, but the requirement conflict with the growing social power in the market-oriented economy and make it difficult to balance between democracy and authority in the course of governance.
