With the change of the environment, learning ability has been the key factor for an enterprise to keep its living ability. The most successful enterprises in the 21th century will be the learning enterprises. The only continuous competitive advantage is decided by how it can learn faster than its competitors. Thus, how to improve the learning ability is an important problem that effects the long-term development of an enterprise. Recognizing this view, many foreign scholars have been in great enthusiasm to organizational learning in the past ten years. Academic community and business community in China have been studying business learning in theoretical and practical view angles in these years. In a word, learning in Chinese enterprises is still in the process of exploring. Chinese enterprises have not created a mature learning pattern, especially they have not designed a pattern which is closely associated with the competency-fostering practice. The paper is to design learning pattern based on the competency-fostering practice in the view angle of strategy management, keeping it as a fixed system in an enterprise. With the help of the pattern, enterprise can proceed its learning activities step with its competency-fostering activities, then improve learning efficiency, and build up its competency in the last.This paper consists of five sections. The first section explains the meanings of all kinds of learning in an enterprise, quests the meaning of learning in a theoretical view angle. What's more, it introduces the theoretical and practical development of learning organization. Section two analyses the relationship between learning and competency-fostering practice. Based on the view of resource-based theory, the paper connects the structure-based school with the ability-based school by "ability", which provides a theoretical structure for the analysis of the whole thesis. After this, section two analyses the relationship between learning activities and competency-fostering activities. In section three, this paper designs a three-level learning pattern after analyzing all kinds of modes on organizational learning, and gives specific learning strategy. Section four is the case-studying section. It takes Haier as an example, explains the utility of the learning pattern in order to provide a demonstration for the implementation of the pattern. In section five, the paper provides the environmental and systematical strategies on how to optimize the learning pattern.
