The knowledge-based economy era is the ages that talented person reigned, intelligence capital and human capital become strategy resources of the business enterprise, employee's competency is a headspring to distinguish the results of good or bad. For this reason organization began to examine the core competencies from the all new angle, and established the system of human resource management based by competency model.This paper discussed the process of theoretical research in competency; induced the definition of competency; probed into the relationship between the personal performance and competency; constructed the content of the competency; and then analyzed the related relationship among corporate culture, organize performance, and competency; in the end formatted the research mode of competency theories based by organization strategy . This paper also inquired into the variety of the function and roles in the modern human resource management, and established the competency model of human resource professional on high performance organization through the foundation investigation, in order to provide the gist for inviting, selecting and examining a good human resource professional.The research methods in this paper included the quality and quantity methods. The paper guided by the principal that together with theory and practice, and together with logistical and deduction. So we can consider the internal logic construction and related factors of the research topic. The research methods of quality involve the depth interview and the synthesis of articles. The research methods of the quantity are through the questionnaire investigation and statistics analyses; the main statistics methods are to use factor analyses and the internal consistency reliability analyses.The theories research result points out we can use BSC to analysis the relationship among strategy competence, organize core competence and employee's competency. Critical success factor and key business process made the company to integrate the technical ability network system, so CSF and KBP formed the organic connection and conduct mechanism in strategy competence, organize core competence and employee's competency. Through the conduction mechanism, we can settle the need of each layer competences from top to bottom, and also can reflect each layer's mutual relation form bottom to top.The object of practical research is the human resource professionals in Fujian. We establish the competency model of human resource professional in the end. The model result expresses that 7 competences is the core competency to become an excellent human resource professional. These competences included the competence about human relation, the strategy competence and influence, good occupation manners, the competence about team work, the competence about solving and analyzing problem, creative, the knowledge about human resource management and business.
