Nowadays, a new reform of curriculum in elementary education has been brought in China, which changes students'learning style from accepting to self-inquiring and collaborating. In this situation, vocational secondary schools should also make an attempt to reform their students'learning style. The students'features taken into account, learning through project-based websites has obvious advantages, which greatly increases students'study interest and self-inquiry learning ability, thus making great changes in their learning style. Consequently, the traditional way of assessment is out of date and must make relevant reform.Criminal Law is a highly applied law branch, therefore it is significant to make assessment research on vocational secondary school students'self-inquiry learning ability in it through project-based websites. Self-inquiry learning ability refers to individual mental characteristics which directly affect the efficiency of self-inquiry learning and enable it to finish smoothly. It mainly includes: self learning ability, inquiry learning ability, informational ability, and ability to communicate and cooperate.Based on multi-intelligent theory, constructivism theory, humanism theory and network teaching design theory, and oriented by Criminal Law in vocational secondary school, this research focuses on students'self-inquiry learning ability, constructs development assessment system to demonstrate new features as"course oriented"and"student-centered". In the construction of the assessment system, the research emphasizes the rationality of evaluation targets, the all-sidedness of evaluation contents, the diversity of evaluation methods and objects to form a netlike assessment system and democratic, open, and flexible assessment strategy to promote the best development for students'self-inquiry learning ability.The research chooses the second year students in Guangzhou Judicial Secondary School as its objects, the"three phases assessment"mode as the main line, a project-based website as teaching resource, and carries out the evaluation based on 3 special subject learning activities, Protection of Intellectual Property being one of them. The assessment is a combination of subentry evaluation and interdisciplinary evaluation which evaluates the development of students'self-inquiry learning ability. The mode of"three phases assessment"focuses on the combination of quality evaluation and quantity evaluation. The research uses the method of observation, presentation, portfolio, democratic assessment between teacher and students, inventory, and questionnaire. We could get the dynamic change of the research learning ability with the help of students' portfolio and long-time tracked records.A year of research practice and the analysis of the assessment result prove that students'enthusiasm is greatly aroused. It changes the fact that result evaluation is stressed while process evaluation is neglected, and the boring atmosphere that students are not able or willing to evaluate themselves and each other, thus activating the whole classroom teaching and increasing students'study interests. Development assessment of vocational secondary school students'self-inquiry learning ability through project-based website efficiently promotes their self-learning ability, inquiry ability and research learning ability.
