Perfecting Mechanism Of Supervision And Restriction In The Progress Of The Reform Of Administrative Examination And Approval

The reform on the institution of administrative examination and approval is the new focus on the reform of our administrative institution since the October month of 2001 when the reform committee of the State Council was convened which emphasized on promoting the reform on the institution of administrative examination and approval. The discussion for the reform on the institution of administrative examination is talked over in the academic circles. The reform of the administrative examination and approval is very important for this reform on the purpose to transform the function of the government. This reform will also produce profound results for the coming government to blazing new trails on the institution. At the present the reform of administrative examination and approval gained some results. In the first day of July Administrative License Law of the People's Republic of China which will be issued is going to strengthen the results of the reform by the form of the law. That is to say that it is very important for the moving pattern of our government to change the trend of administrative order in the condition of the planned economy to the trend of marketplace and standardization which according to the market economy of the socialist. But, neither can be denying, in the progress of the reform, the questions such as the un-normal behavior of the main body, the confusion of the produce for the examination and approval, the behavior of corrupt breaking through and so on exist. In my paper I think that the main reason for these questions is lack of examination and approval to the main body of the administration. In a sense, whether the reform of the administrative examination and approval success or not, lies on perfecting mechanism of supervision and restriction in a great degree. If not, then the administrative reform of our country whose important content is the reform of the administrative examination and approval will be no significance. The paper is corresponded to this and re-examines the reform on the administrative examination and approval of our country. It probed into the questionsof the supervision and restriction in the reform on the administrative examination and approval of our country and wanted to probe into the pattern of perfecting this question.
