Korean Peninsula lies in the northeast of Asia. There is Russia, Japan and China around it. So it is the center of the northeast. There is the Japan Sea on the east, the Huanghai Sea on the west and the Sandong Peninsula and Liaoning Peninsula to the west. Also there are two boundary rivers named Yalujiang River and Tumenjiang on the northeast, Russia on the northeast. From this geographical position, we know Korea Peninsula is the interest of China, the USA, Japan and Russia. The four countries' interest is getting here. In this area, Korean Peninsula plays the part of bridges and buffer state.' From the view of geographical politics, the country which controls the border district of European Continent and the sea will control. That is to say, the country which controls the continent controls the world.The process during which a country' s foreign policy is formed is verycomplicated and involves a country' s social system--first politicalsystem and international relations system, then especially the interrelations and interactions between countries. A country' s foreign policy is a kind of inevitable outcome which is caused by the action and reaction that reflected through a society, a .country, a group and an individual' s objective position and subjective feeling.A country' s interest is a starting point from which a country forms its domestic and foreign policy. To a country, the foreign policy is inevitable extension of domestic policy. And the fundamental point is: every country' s foreign policy not only cooperates with" its domestic policy closely but also must serve its domestic policy finally. And in any case, every country' s foreign activities all serve its domestic politics in the end. A country' s foreign policy reflects the interest and will of the ruling class of the country.Now, let' s look back the foreign policy of North Korea during the cold war times. It has some features as follows: from the view of international order, it regarded the world as a place where international imperialism fought against international democracy and thought South Korea as the colony of the USA; from the view of diplomatic relations, North Korea insisted on the principles of decision-making by oneself fromthe middle of the 1960s. However, from the 1980s, they pointed out the principles--" decision-making, friendship, peace" , from the target of diplomatic relations, North Korea control the peninsula by the means of keeping and developing its existing system and socialism. Also they want to make communism come true throughout the world. In order to make their foreign policy' s dream come true, they are sticking out their ideology and keeping on their foreign policy which has tendentiousness.
