Reinventing government, as a new issue or movement is beinginquired into in the theoretical and practical cycle by the scholars fromboth China and the west. The two aspects of achievements areachieved in these countries, but not elaborating the developmental logicof the Chinese government and their incentives. As the abovementioned, the author describe the developmental logic of thereinventing Chinese government as "cutting down the size of theorganization —— changing of the governmental function ——institutional buildup." But behind them, it embraces the role of theincentive mechanism. And these inducements can be divided into theendogenous incentives and exogenous incentives. The endogenousincentives include the highly concentrative political — administrationalsystem, the organizational incentives as bureaucratic rationality andPrincipal—Agent relationship as behavioral incentive in thebureaucracy. Exogenous incentives include the embedding of socialistmarket economy system, social organization of independent mechanismand push of the economic globalization. In the different period, eachincentive has taken on different functions. In the early age of reforming,market economy system still can be building, so that it is impossible toreinventing Chinese government from the aspects of the function andsystem. Under the interaction between endogenous incentives andexogenous ones, each incentive slowly can be integrated into historicresultant force, bring to building of modern government. However,this formation of the resultant force is dependent on the certainintegrating mechanism, and these integrating mechanism include thecoordinating mechanism, evaluation mechanism and regulatingmechanism. Because of guaranteeing of valid mechanism, Chinesegovernment can be built into a modern government by way of theadministrational system reform, establish an open organizationalstructure and publicity of public service. It is possible for the Chinesegovernment to complete the target of reinventing government.
