Abstract/Summary:
The concept of reinventing government to reduce budget and resource loading certainly recommends doing more with less. In other words, get more accomplished with fewer resources, thus reinventing how a government service is to be provided. Reinvention as depicted by the Clinton Administration, certainly identifies the taxpayer as a customer; therefore the paradigm is of a customer-centered nature.; In contrast to this paradigm, early turn-of-the-century history records the efforts of the Progressive movement to reinvent government. The Progressive's model was designed to include a citizen-ownership paradigm. While both models are designed make government more efficient and effective, each has its own identity. This treatise will investigate each paradigm and provide an argument for a new model, one that provides a synthesis of both paradigms.; Can federal, state and local governments work in concert to enhance regional long-term socio-economic sustainability while reducing health risks (human security), and addressing environmental degradation (environmental security)? This question is addressed by this treatise because it involves the implementation of the new paradigm. Therefore, one would ask how the new model of reinvention is to be implemented involving citizen-ownership and customer-centered service?; A case study provides a vehicle for real-time research on the implementation of the reinvention process. This study focuses on a broad-base problem of environmental degradation on the United States (U.S.)---Mexico border, where the U.S. Department of Energy (DOE) Carlsbad Area Office is attempting reinvention through a synergistic effort, with other federal, state and local governments coupled with private industry and local communities. The implementation of the reinvention concept applied by the DOE Carlsbad Area Office incorporates the concepts of customer-centered and citizen-ownership paradigms and applies this new model to the issues of environmental degradation and human security on the border. This treatise focuses its investigation from a perspective that provides an opportunity to explore multiple aspects of reinvention simultaneously. The outcome of this treatise records the processes used to reinvent government and makes recommendations that support the new model that provides a less-costly, more productive approach to government service.
