The development of small town in China is facing the same problem of structure adjustment as the macro-economy of the country. After the quantitative expand in 1990s, the problem followed on the development of small town is how to transfer from quantitative increase into quality development. For the scale of the whole country, it needs to make a emphasis and to be programmed to make a general optimized development; and for a single small town, it is also needed to bring itself into play and buildup its competition to make a strategical development.This article proceeds with the strategical development of small town, researches mainly on the general way & rule of the development of small town, and makes the present development and the strategical development of small town integrate perfectly. On the basis of the summary & research on the mode & power of the development of small town, it concludes that small town should make a strategical development which needs following two jobs. One is to construct a system of core competition of small town tomake itself develop strategically. The system is mainly composed by three subsystems such as industry, government and local culture. This article will discuss the structure & character of each subsystem, the operation & influence on each other and the running mechanism of the system in detail. The other is to improve the ability of developing in regional harmonization to make a city & rural-integrated development. For the solution of the development gap between city and rural, small town which connects city and rural should development with a consideration on the harmonization of city & rural development; and for the long-time development of itself, small town will not succeed without the general development environment of the region it locates in. At last, a net-structured model for the city & rural-integrated development is put forward.
