The Research On The Sustainable Development Of Small Towns In Tianjin

On the basis of study on sustainable development theory and the histories of development of small towns in China and foreign countries, this paper explores the internal mechanism of development and offers the countermeasures of performing sustainable development of small towns in Tianjin underlying the sustainable development theory. This paper focuses on five parts as follows:Firstly, the author classifies the towns of Tianjin into four types and names them as the rural towns, the small towns in the suburban area of city, the central towns, commonly referred to the towns where the municipal town hall located, the districts, which are municipal communities in the city. The central towns are major pattern of town social system, which play a significant role in the social development of Tianjin.Secondly, the author summarizes the characteristics of social functions of small towns, reveals the trajectory of the small town development should follow the idea of small town developing-pattern theory and of solving the compelling problems.Thirdly, following the principle of sustainable development, this thesis analyzes the sustainability of small town in Tianjin qualitatively and quantitatively. In author's opinion, the small towns of Tianjin are in the situation of poor sustainability generally. A few central towns and districts are on the track of performing sustainable development. Based on the analysis above, this thesis discusses the necessity and feasibility of the sustainable development of small towns in Tianjin.Fourthly, this thesis explores and discusses the internal mechanism of the sustainable development of small town in Tianjin, and put forwards Driving-Situation-Response model which refers to the Pressure-Situation-Response model, offering by OECD in 1994, studying the relevant factors about driving, situation and response of the small town development in Tianjin. The author gives a case study of Wuxiajie.Lastly, the author proposes the countermeasures on the sustainable development of small towns in Tianjin, which mainly focuses on activating driving, involving in developing rural enterprises in small town, regulating special market, improving the policy of census register and improving investment environment. On the other hand, it is necessary to refine governmental institution, strengthen governmental function, to make a perspective master planning of town system. In addition, it is important to study the type of small town theoretically.
