Research On The Selections Of Regional Leading Industries In The New Industrialization Time

It is commonly concerned how to stimulate Hubei to be one of the most developed provinces with grasping the opportunities at the very beginning of this new century (in the early 15 years) and it has become a significant task of every Hubei natives. The selection and development of leading industries is usually regarded, by all the countries over the world and all the cities in the country, as one of the key topics in the process of determining the strategies for economic development. The significance of this selection and development is mainly due to its positive social roles: the correct selection adapted to the changing social requisite structures; the important measure taken to optimize the industrial structure; the effective way made to enhance the competitiveness of industries. In this thesis, it is expected that the research on the selections of leading industries in Hubei will be an aid for the policy-making departments of provincial government to readjust the industrial structure and to make the timely strategic decision on industrial development. The researches will demonstrate its great significance both in the theoretical fields and in the social practices.The thesis can be divided into three parts:The first part is the illustration of the connotation of "leading industry". It is developed from three aspects: First, on the basis of the brief introduction of "leading industry", the author points out that to some extent there is still some confusion about the connotation of "leading industry", which further causes a mass of divergences on the criteria and principles of selecting leading industry. The analysis on the causes of these problems follows and three preparation steps before correctly understanding the meaning of "leading industry" are presented next: to accurately understand the ideas about "leading departments" by Rostow; to explicitly analyze the background and purposes of creating the concept of"leading industry"; to take a full view of the fundamental functions and the corresponding characteristics of leading industry. At the end of this part, the author returns to define the core connotations of "leading industry", from the view of selecting the leading industries.In the second part the author mainly carries out the discussions about how to select regional leading industries. It is further composed with three sub-parts: First, the demonstration of the theoretical basis, including the theories of market loss, market imbalance growing and the theory of dynamic comparison on costs. Second, the author performs the analysis on the criteria of selecting regional leading industries. After the brief evaluations on other selection criteria and other basic principles of constructing the criteria system, the author sets up the new criteria system of selecting leading industries: the criteria on the relevance ofindustries------the degree of relevance between industries; the criteria on thecomparative advantages of regions------location quotient; the criteria on thepotentiality of development------the inflexibility of the income demands; thecriteria on the sustainable development------the profit margin of costs; the criteriaon functional employment------the aggregative index number of employment; thecriteria on the advances of technologies------the technology progress rate. Third,some external restricting conditions are taken into consideration in the process of selecting regional leading industries: the resources conditions; the marketing demands conditions; the existing industrial conditions, the situations of regional technological developments and the conditions of government policies, etc.The third part is the quantitative and qualitative analysis on the selecting of leading manufacturing industries in Hubei. The inner structure can be analyzed into three parts: First, the author makes some individual quantitative analysis on each manufacturing industry by using different criteria and determines the current leading manufacturing industries in Hubei according to the synthesis criteria.
