Objective Pattern Research Of Qinghai Oil Field Survey And Design Institue After Reshuffling

Qinghai petroleum administration, as a part of Chinese petroleum gas cooperation, is a designing institute not reshuffled at present. Reform of the institute is inevitable and necessary, because its traditional operating patterns are difficult to adapt to new situation of market economy. There are four senses we can concluded from this thesis, that is, the study has practical significance for Qinghai petroleum designing institute to choose its objective patterns at the eve of reshuffling, and it is beneficial to Qinghai petroleum designing institute to strengthen its vitality and competition, and we also draw on the experience from the reshuffling of designing institute, what' s more, it helps domestic designing institute to understand the operating patterns of foreign designing institute and compete with them.In this thesis, many analytic methods including investigation and study, comparative analysis, statistical analysis and positive analysis are used. Many data and materials about property right pattern, business administration, organization structure, managing pattern are been collected, sorted out, analyzed and concluded. In this thesis, comparative analysis is used to analyze different property right systemin foreign designing institutes and living examples are used to study domestic designing institute which has been finished reshuffling still exist defects in Qinghai petroleum designing institute. Many problems existing in Qinghai petroleum designing institute are ready to solve. In this thesis, suitable operating pattern and objective pattern are put forward, that is, realizing various property right structure through replace state economic status with others, and building encouraging and restraining mechanism in human capital, setting up positive triangle administrative pattern with clear participating parts, and carrying out project administration on a reciprocal basis of right and liability completely.There are six parts in this thesis. The first is an introduction. The second is a summary in theory. The third formulates operating patterns in domestic and foreign designing institute. The forth is the current condition of administrative regime in Qinghai petroleum designing institute. The fifth is about the objective patterns chosen by Qinghai petroleum designing institute after reshuffling. The sixth puts forward the measures adapted to its objective patterns when Qinghai petroleum designing institute reshuffles. The last part is the conclusion.
