While discoursing upon the governmental action of guidance, the paper has both taken into consideration the world economic trend and the strategic deployment by the Central Government on accelerating development in the Middle and West and consulting the strategy to be implemented by Shaanxi on "to accelerate great development with omni-directional opening".The guiding idea of the paper is that: under new situation the economic trade to outside of Shaanxi has appeared characteristics unprecedented, for which the government has had to make a changeover on idea, emancipate the mind, improve working style, raise cooperative efficiency and enhance administrationmechanism. At the same time with investigation and study strengthened, image propaganda enlarged, the industrial restructuring should be quickened through implementing the strategy in large-scale economic trade and taking as breakthrough the trade service.The paper has proposed that to realize the leap development for economic trade to outside of Shaanxi the government has to emancipate the mind in introducing foreign capital, restructuring ownership, deepening reformation of foreign trade enterprises and, cultivating talents on foreign trade, etc. The market should be further opened with investment environment enhanced through taking as forerunner introducing the foreign capital, taking as focus the foreign capital, trade and economy to outside. Taking as principal part the enterprises the resources development and industrial upgrading should be focused.At the beginning of opening to outside the effective and scientific administration for foreign enterprises is necessary. While offering to MNC the investment service, the role of state-owned enterprises at large-scale in introducing investment for Shaanxi from the MNC should be given full play.The paper has also made it clear about the leading position of opening to outside for regional development. Under the great development of west the idea "to accelerate development with opening to outside while prosperity to be spurred by development" should be taken as the guiding idea of the government's economy and trade affairs. To realize the opening and transparency on governmental policies cognition must be improved and statute covering foreign affairs completed.The paper has stressed to strengthen implementing strategy on "omni-bearing economic trade", operating with a certain scale, managing with centralization, positively and stably pioneering development space with manner of "initiativespirit", export increase project to be cultivated. Through industrial restructuring the export strategy in marketing and product with multi-element, winning by quality should be implemented, making Shaanxi's foreign export into reasonable structure on operating main body, product and market, transforming from quantity type into quality type.While enhancing quality and benefit in introducing investment, the way of inviting businessmen should be realized into market operation, enterprise operation and socialization.
