SME of shoes-making develop rapidly after china' s entry to WTO. And at the same time, those enterprises are faced with managerial problems, among which one of most serious problems is that organizational structure design is not reasonable in most enterprises, which embodies as: incomplete sections composition, high power-centralization, ambiguous function definition, obstacles existed in the communication arid coordination, etc. with the expansion of enterprises' scale, SME in shoes-making industry will become more normalized, while the complexity of external environment demands agile and speedy respondence ability on the part of enterprises, instead of allowing a traditional organizations whose bureaucracy in nature should be decreased later. Since SME of shoes-making industry have common features in terms of construction mode, operation mechanism and problems at hand, we can try to explore generally existent problems about enterprises' organizational design, and attempt to find the solution through analyzing the operating practice of the typical enterprise-M shoes-making company.First, the paper introduces the macro-environment of shoes-making industry in our country; second, the paper analyzes the current state of M shoes-making company, and specifies the question under researchæ¡žPR-based organizational design of M shoes-making company; Third, the paper explains the relationship between BPR based on the theory of constraints and organizational construction of SME in shoes-making industry, beginning with the discussion of related theories such as the theory of constraints, BPR, the theory of organizational behavior, etc, and then putsforward an organizational structure adaptable to SME in the shoes-making industry. Finally, based on what discussed above, the paper exhibits the basic conception and method to design organizational structure of M company in questions: directed by corporate strategy, first to identify by use of the theory of constraints and bottleneck existed in the business process - core business process, then to reconstruct the business process through BPR to achieve process optimization and improved efficiency, finally to adjust, integrate and withdraw certain departments and positions, within the organizations, promoting process-oriented, organization, and to adapt the designed organizational structure to the further development of the corporate strategy by specifying positional responsibility and strengthening performance management, and thus to establish the core competitiveness of the enterprise.To end up, the author of the thesis wishes that the ideas and methods regarding organizational design based on BPR would be of value for reference and instruction for the practice of organizational reform of SME in shoes-making industry.
