The Rise Of Governance And State Sovereignty

The rise of governance in global age is a signal that we are continuously making hard efforts to pursue a good public life and political order. The main point of governance is that power should be polycentric and decentralized, government can't make a monopoly of public power, social organizations also can be responsible for public management, moreover, global governance claim "governance without government" at global level. The reasons of the rise of governance include the failure of state and market, the rise of non-government organizations (NGOs) and the development of international regimes. Governance results in sovereignty's transformation deeply, governance challenge traditional sovereignty from inside and outside, make it has been shared, decentralized and transferred, on the other hand, governance also urges the sovereignty extended and expanded. However, sovereignty does not vanish, it have a great effect on governance simultaneously. At last, based on the sovereignty's transformation, global governance tries to build a new global political mode, but it will face many unprecedented handicaps.
