Research On The Problem Of Cyberspace Governance In The Perspective Of Global Governance

The cyberspace is deeply influenced by the global realpolitik.With the on-going global outbreak of cyber crisis,unilateral cyberspace national governance can not meet the current needs for crisis resolution,and global governance has become an inevitable choice.The lack of cyberspace authority,the diversification of governance bodies,and the lack of international norms have led to the dilemma of decentralized decision-making power,governance inefficiencies and fragmented governance in global cyberspace governance.Then using the three core elements of global governance theory: player characteristics,interest,and governance costs,point out the current focus of cyberspace governance game.The focus of its game is mainly reflected in the following five aspects.The various players involved in cyberspace governance are in a game situation in terms of technology,system,economy,values,and practice.The essence of the game is power struggle and cultural values conflict.The disputes focused on hot topics such as the control of key infrastructure,the development of cyberspace standards,the disagreement between cyber sovereignty and network freedom,network intellectual property rights,governance models,and governance platforms.The developed countries,mainly in the United States,have emerged a new trend of anti-globalization and trade protectionism,exacerbating this game situation,and the difficulty of governance of cyberspace has increased.China attaches great importance to this new frontier of global governance and actively participates in international cooperation.It has hosted four World Internet Conferences in order to build a new order of cyberspace for peace,security,openness,and cooperation.At present,China's cyberspace governance still has weak core technology research and development capabilities,lack of institutional space for global cyberspace,and China's adherence to the principle of network sovereignty has not reached consensus in the international community.China needs to strengthen the above-mentioned three aspects of construction and investment,strengthen the organization and coordination capabilities of international cooperation,drive development with innovation,actively participate in building a cyberspace fortune community,and promote the reform of the current international cyberspace governance system in an orderly manner.Provide more public goods for theinternational community,share digital dividends,reduce the digital divide,and guide global governance toward a more inclusive path.
