To achieve autonomy in the anarchic international society and the establishment of a just, reasonable, stable and orderly international order are the constant topics and goal of a large number of politicians and academics. In the 1990s, the Global Governance theory was brought forward and rapidly spread in the west. It is a useful exploration for the establishment of the new order. The theory attempts to provide a widely accepted arrangement in the management and resolution of international problems. The Global Governance theory is the logical consequence of globalization and the product of global civil society and the democratic trend of the world. This theory has two salient features. First, this theory considers Sovereignty, GOs and NGOs as the important agents in the global governance instead of Sovereignty itself. Though these agents have different legitimacy and effectiveness, they can interact and cooperate with each other in the global governance network. Second, in values the Global Governance theory detaches the narrow national interests and promotes the universal values of mankind.As a typical representative of GOs, the United Nations should naturally play an unusual and important role in global governance. But the fact is, the United Nations played and is playing an important role in four pivotal areas such as security, economic, environment and human rights. Measures that the UN takes are actively promoting the establishment of international mechanism, establishing more comprehensive organizations and gradually improve the efficiency of the implementation of the outcome document. However, UN that established in World War II gunfire had failed to meet the requirements of the era of globalization. It has to face challenges of the transition of international situation and the growing blows of globalization. There is a large disparity between the roles that UN should play and has played.Vertically,the thesis briefly reviews the functions that Sovereignty, UN and INGOs perform in global governance, and then it horizontally compares and analyzes the advantages and disadvantages of these three agents in global governance.
