Rule according to law of a ruling political party plays a vital role for a country's constitutional development. However, from the current condition, academics lack a systematic and in-depth research for rule according to law. The introduction of this essay firstly briefs the necessity of researching political party system in constitutional study, then discusses in three aspects of the definition, necessity and specific implementation of rule according to law. The body of this essay consists of three chapters with over 30,000 words.Chapter 1 is the conception of rule according to law. This chapter analyzes the differences between rule and revolution, rule according to law and rule according to policy. Then, from the position of reform of political system, this chapter analyzes the intension of rule according to law, and elucidates the patterns of the party power's exercise under constitutional circumstances.Chapter 2 discusses the necessity of rule according to law. From the demand of "three representatives" theory, construction of political civilization and the strengthening, improving of the leadership of the party, this chapter analyzes the necessity of rule according to law, and, rule according to law is also the initiative step of our country's constitutional construction.Chapter 3 is the specific implementation of rule according to law. From the consideration of strengthening the party's legislation and the system arrangement concerning the relationship of the party and national organizations demanded by rule according to law, this chapter analyzes the relationship between the party and law, and ruling political party's power of nomination and exoneration, the relationship between the party and national congress, administration, judicial organization and the self-governed associations of villagers.
