As an important part of legal construction of the socialism with Chinese characteristics,the Communist Party of China ruling the Party according to the CPC Regulations is not only an important subject that needs to be seriously treated in the construction of China under the rule of law,but also a major theoretical issue that needs to be theoretically responded to during the CPC's own construction journey.To a certain extent,the practice of the CPC in governing the party is far ahead of the theoretical research,which tends to follow the official mainstream discourse.The theoretical interpretation formed inevitably has a lag: On the one hand,the narrative method formed purely in response to policy guidelines lacks theoretical foundation,and it is difficult to form discourse expressions with theoretical explanatory power and emotional resonance.On the other hand,it is difficult to form two-way communication and interaction between theory and practice,and it is difficult to provide the development impetus and constraint boundary for the existing practice pattern due to the lack of understanding of party discipline according to rules.In this regard,this dissertation aims to build a theoretical narrative of the CPC in accordance with the rules of the party,and strives to establish a reasonable connection between official authority and academic discussion.This doctoral dissertation is divided into five chapters,which follow the logic of “what-why-how”.The first chapter is the basic conception of the CPC ruling the Party according to the CPC Regulations.This chapter begins with the CPC's conception of governing the party,and analyzes the background and specific generation and evolution process of the concept.Secondly,accurately define the theoretical connotation of “according to”,“regulation” and “ruling”.Through semantic analysis,the various parts are organically concatenated,thus depicting the theoretical connotation of the Communist Party of China in governing the party.Finally,accurately define the difference between the concept of ruling the Party according to the CPC Regulations,institutionalizing the party,governing the party by virtue,governing by law,and governing the country according to law,correctly constructing the internal relationship between concepts,in the process from complexity to simplicity.Clearly clarify the connotation and extension of the CPC's rule of the party.The second chapter is an analysis of the constituent elements of the ruling the Party according to the CPC Regulations,which is a strict and complete logical chainin the theoretical form.It depicts the realistic picture of the CPC using legal thinking and legal methods to promote the standardization and orderly management of the party.This chapter explores the substantive connotations of “who rules the party according to the CPC regulations”,“what to rule according to the CPC regulations”,“why to rule” and “how to rule”.First of all,the main elements of the CPC's rule of the party are clarified in the form of type construction.That is,the CPC is the direct subject,the party committees at all levels are the main subjects of responsibility,and the discipline inspection offices at all levels are the subjects of supervisory responsibility.Secondly,in the way of summarizing and refining,the objective elements of the CPC's rule of the party are clarified,that is,the object of ruling according to the regulations of the party is the party's power,specifically the work,activities and party members' behavior at all levels,and the focus is on the behavior of party members and leading cadres behavior.Thirdly,it analyzes the value elements of the CPC's rule of the party in a concrete and abstract way,that is,according to the regulations of the party,it shows a basic way of managing the party,provides a basic behavioral guide,and constructs a new type of political civilization.Finally,a practical and theoretical approach is used to preliminarily summarize the elements of the CPC's rule of law,namely the construction of institutional elements,the formation of implementing elements,and the use of cultural elements.The third chapter is the theoretical traceability of the CPC's rule of the party.This dissertation believes that only the original context generated by the proposition is the starting point,and the theoretical discourse formed by the extension has vitality.Therefore,this chapter systematically explains Marx and Engels' theory on the construction of proletarian political parties,Lenin's theory on the construction of the ruling party of the proletariat and the thought of the construction of the ruling party of the CPC.This kind of discussion not only traces the theoretical origins of the CPC in accordance with the rules of “existence is reasonable”,but also closely follows the era proposition of “the CPC in accordance with the rule of the party” in its complicated discourse resources.Prove the inevitability of its “reasonable existence.”The fourth chapter summarizes the norms and practical foundations of the CPC in governing the party.This chapter reviews the important role played by the CPC in the process of party building and party building in the process of revolution,construction and reform in the past 100 years based on today's perspective.From the four stages of “preliminary exploration-twists and turns-innovation breakthrough-comprehensive and in-depth”,the author discusses the normative and practical basis for the formation of the proposition of “the CPC in accordance with the rule of the party”.In the retrospection of the historical process,this chapter attempts to clarify the inevitable result of the CPC's the realization path of the CPC's rule of the party in the new era.This chapter takes the programmatic document of the 19 th National Congress of the CPC as the basic guideline,and profoundly grasps the new ideas,new theories and new strategies for party building under the background of the new era.The specific implementation methods of “regulating the content of science,structural system integrity,strict implementation and cultivation,and cultivating concepts and culture” in accordance with the regulations of the party will be integrated into “taking the party's political construction as the guiding principle” and“strengthening the party's ability to govern and building advanced nature and purity as the mainline” and the “goal of realizing the modernization of the national governance system and governance capacity”,and further depicting the realization path and the proper picture of the CPC in the rule of the party.
