The Study On The Globalization And Adaptability Of Public Policy Theory

The paper studies the adaptability of public policy from the point of ecology. On the ground of administrative-ecology theory, which combines ecology theory and administration theory to study the administrative system, the paper studies the public policy with the idea of linking ecology theory and public policy theory. In view of the administrative-ecology theory, the paper forms the concept of Policy-ecology. In the paper, the idea of Policy-ecology is aimed to make the policy adaptable to the environment with the theories and way of study in the ecology theory. The idea involves several questions: What is the policy system? What is the environment system? What measures should be adopted to make policy system adaptable to the environment?China's entry into WTO brings great changes to the environment of public policy system. The changes include the globalization background, which requires us to adopt an overall point of view; Market economy system and WTO rules; New public management system and idea, which requires us to restructure the public management system by way of public policy; efficient and effective policy-making system. Therefore, we have to make some reforms and adjustments in our policy system in order to keep balance between the policy system and the environment.The paper puts forward three aspects to adjust the public policy: Firstly, we should establish the ideas of rules, equity, negotiation and reciprocity. Secondly, efforts should be made to advance the government ability to make the public policy adaptable to the environment. The validity and efficiency of the policy is relevant to the relations between the government, market and society. Emphases should be put on the ability of innovation to improve the ability to make and implement public policy. Lastly but not the least, we should adjust the policy system and frame with the aim to boost up the adaptability of policy system. With the policy-making system at the core, we should establish the policy system which includes information system, consulting system and supervision system.
