North Korea Nuclear Crisis And The Consideration Of Building Up North-east Asian Security System

The crisis of North Korea nuclear weapon, which happened in the 90s last century, became the focus of world again. Today the Anti-terrorism rises up being the topic of international society. This crisis does not simply repeat the past one. There are many new characteristics in it; the policy of American to North Korea becomes harder; the domestic condition of North Korea becomes worse; the structure of world and region changes. The main topic of this dissertation is how to analyze and deal with the new crisis.The North Korea nuclear crisis is not only the problem about the relationship between the U.S. and North Korea. That is because the U.S. doesn't want to meet the need of North Korea by himself, and South Korea, China, Russia, and Japan, all want to take part in the crisis solution. There are cooperation and conflict between all these counties. From 'Four Talks' to 'Six Talks', the counties are balancing their interests, so the absolute solution still needs time.Though there will be changes during the talking, peace solution is the main common concern of all countries. For archiving this aim, we need some proper system and implementation institution, which can manage the talking effectively. The first crisis solution in 1990s seems to be simple, but it cannot stop completely the crisis. Therefore this dissertation will try to deal with this crisis by building up North-east Asian security system.The purpose of this dissertation is to add UN and IAEA to 'Six Talks', to connect the peace to the unification of the Korean peninsula, and to tie the security of the Korean peninsula and the North-east Asia. And also this dissertation wants to give a model of the solution about international problem.
