Mao's "three-world" theory is a reflection of his new thoughts on China's foreign policy. Its formation underwent a long brooding and thinking, and a clear analysis on the then international situation. It experienced a three-stage development: from one inter area theory, through two inter areas theory to the three-world theory. The core of this theory is that the economic importance of the countries in the world is different, so they play different roles in the international affairs. Thus Mao has laid a theoretical foundation for China to build up an anti-hegemony unity for the breakthrough of the menance of the greatest imperialist.Mao's "three-world" theory is composed of two parts: the recognition of the structure of the world and the anti-hegemony unity. The major global contradictory is the struggle for the dominance between USA and USSR and the anti-America and Russia revolution by the third world people. The criterion for dividing the world is set up by economy, army force and foreign policy. The general strategy for the anti-hegemony unity is to rely on the third world-the revolutionary force, and to unite the second world-the in-between force with the twoness to go against the American and Russian hegemonists. In struggling with the two hegemoists, making the use of the contradictory between should be taken as a strategy, so as to isolate and go strongly against USSR, but unite USA as well as struggle with it.The tactic of Mao's three world theory reflected the political struggle experience of Mao Zedong combined properly with the international tactic of Marxism, and his appropriate analysis on the international situation of the 1960s. Using this theory to build up the extensive united battle line is one of the most important tactic of Marxism, and the resource and kernel of Mao's three world theory as well.
