The competition key between enterprises lies in the competition of the human resources strength, the key of strength competition of human resources lies in the competition of the human resources development level in the enterprise again. The telecommunications enterprise intensive to knowledge is especially like this.The science economic trend, deeply affect human resource management in operational mechanism, model and environment. As the challenge comes. Telecom corporations should build up suitable policy in Human Resource Development, to get rid of traditional obstacle, and to make more contribution to the information industry in China.It is valuable to conduct this research at such a situation. The topic of the dissertation chosen, the implementation of the research and the conclusion made are based on the above background. Having observe the current situation of Human Resource Management theoretic with the practice of the Telecom Enterprise, analyses them as an integrated subject, and puts forward the strategies that Telecom Enterprise will react to .This text proceeds from theory angle first, has explained the concept, the domestic and international research dynamic status and meaning of studying of Human Resources Development.
