In economy and society developing of China, western development is an important strategic policy. It needs put into all kinds of resources, among which the developing and utilizing of human resource is the essential factor. The major topic of the paper is the human resource developing in the west China. It started from the essential concept and analyzed the major operating forms of development after investigating the status quo of the human resource in the west China. Then approaching the problems from macro perspective, such as: Human resource Investment; Human resource investment and return in the west China.
