The Retinal Thoughts On The Property Rights System Reform Of The State-owned Enterprises

Along with the establishment of the socialism market economy system target, and the development of the state-owned enterprises (SOE) property right system reformation, it is the key links to perfect the current property right of the SOE, and reform the system of state-owned property management On the base of the economic system reform. The Third Plenary Session of the 16th Central Committee of the Communist Party Of China held in October of 2003 pointed out that"establishing sound modern property right system is the inherent demand to perfect the basic economic system, is the important base to constuct the modern property right system". At present, with the development of the economic globelization, and China's joinning in WTO, these request that the SOE must adapt to the trade mode of the world economy under" private trade", the basic rule of property right system must adapt to international regulation. Therefore, the SOE system reforms have the important theorietical and practical meaning.With making use of the abstract and positive analysis method , the thesis adopts the historical and dialectic method, discuss on the base of the SOE system reform actual, and of the socialism market economy system.The thesis contents includes four chapters: the first chapter is about the connotation of property right system and the dialectic analysis of the marxim and the west property right theories, being used as the useful viewpoint for the theoretical guide and foundation of the SOE reformation .The second chapter analyzes and describes the history and the present condition of the SOE property right system ,explaining the inherent history logic and the complexity on the premise of definitely property right and its relatedly system conceptï¼›The third chapter puts forward that the reforming of the SOE shouid band together the material capital and human capital property right, develop the systerm innovation effect of human capital property right so as to push the SOE property right system reformation on the foundation of the reform of the possession propietorship;The fourth Chapter suggests some suggestions and the counterplans which establish the modern property right system:that is to reform the administration ,supervision and operation systems of the state-owned assets, authorize the state-owned assets to the enterprises; to develop diversity of investors actively to make the property right diversify; to develop capital market, promote capital flow and make the capital of the enterprises add value in the management; to value the human capital, and make human capital and the material capital put together organismiclly by means of developing the system innovation effect; to push coordinated reform, set up the outside environment of reform. Reform is a comprehensive systems engineering. When carrying out property order reform, we should also carry out the reform of the personnel and labour systems, distribution system and social security system and so on.
