At present, the reform of state-owned enterprises is entering the hardest period in which the most difficult problems need to be tackled. The success of this reform determines the success of the whole economic system reform. This research on the state-owned enterprises reform is to investigate and analyze the problems existing in this reform. This paper intends to probe the best approach to the reform of state-owned enterprises and put forward new ideas for the reform.It is known that the state-owned sector of the economy is the pillar of our national economy and the backbone of the development of our society. It is of great importance to our national security and the advance of technology. Therefore, the establishment of modern enterprise system in the state-owned enterprises is an urgent need for the fast and healthy development of our national economy. Since the opening-up of our country to the outside world, reform of state-owned enterprises has achieved some effective results, for example, the transformation of state-owned enterprises into joint-stock companies, the establishment of modern enterprise system, the change in the management mechanism, the readjustment of the national economy's layout and structure, the strategic reorganization of state-owned enterprises, and the increase of the efficiency of state-owned enterprises. But, we are still facing some of the most difficult problems. The system of property rights has not been established; the state property management system under which the governments perform the responsibilities of investors needs to be improved; the process of economy adjustment and strategic arrangement of State Economy has not been finished; the layout of national economy is not appropriate; the state-owned enterprises lack core competitiveness and the ability to innovate their products; the government's role in state-owned enterprises is misplaced.
