With the vital impact on competitive advantages of industry cluster, cultivating industry clusters inevitably becomes one of the focus tasks of the regional government In this paper a positive analysis on the clustering development of the high-tech industry in Guangzhou city is made to do some valuable research to develop industry clusters in high-tech industry. The study firstly makes a theory summarization of cluster, then the possibility and necessity of clustering development of high-and-new-tech industry is interpreted, after that, a macro analysis is made on the situation, features, circumstances and firms structure, finally a case study is made to offer concrete reference.The result shows: Guangzhou Hi-tech industrial development zone is the base for the clustering development of hi-tech industries, of which Tianhe Science and Technology Park is best; the electronic and information technology industry is distinguished by clustering development; regional government plays a dominant role in the clustering development of hi-tech industry, which form a tight bound with other main bodies in the cluster; private-owned small and medium-sized hi-tech enterprises are main force for clustering development.The case study on the software industry shows that policy support from government, the advantages from core location of the city, strong intellectual support, and good market and culture environment are the main reasons for software enterprises cluster in the Tianhe software park. The reputation effect and horizontal specialization effect is notable. The main constraints are the lack of advanced labor, finance support and professional infrastructure, weak connection to global markets, lack organized cooperation among SME, some unfavorable government policies and different understanding between relevant departments of regional government.
