| After reform and opening-up, great progress has been made in China's agriculture and rural economic development and people's food problems have generally been solved. But in the course of agricultural development, some new conditions and new problems occur. First is the slow growth of peasants' income. The second is that because of the improvement of productivity and people's living standard, some changes occur in the supply and demand of agricultural products. Some products have the periodic and structural problem of supply overtaking demand. Agricultural restruring is in great need .The third is that the tradition mode for agriculral management and supporting can no longer keep pace with the new condition after its entry into WTO. The fourth is that after entering WTO, China needs to take new measures to improve the level of agricultural developmeng and the international competativeness of agricultural products. Under this background, we need to adjust the agricultural supporting policy and seek ways of of agricultural support and protection which comply with WTO regulations and China's condition. This is of great significance to improve peasants' income, adjust the struture of agricultural industry, promote the sustainable development of agriculture and guarantee the safety of national economy.The paper is based on an integration of economic theories ,management theories and letal theories. It also takes the researth approach of norm analysis and factual analysis. Through the analysis on the regulations in WTO's "Agricultural agreement" and borrowing other member countries's experiences in this restect , it puts forward the matching plicies and suggestions based on Chinese government's promise in entering WTO and its use of agricultural support policies. The paper composed of seven chapters : Chapter I : Basic introduction of the objective , significance and background of research and following the deverlopment research on agricultural protection . Then the chapter carries out the way of thinking and research method . Chapter II : Analysis on the theoretical basis for carrying out the policies . This part clearly states the theoretical and practical reasons for the policies and makes it clear for the necessity of the policy of financial assistance to agriculture . Chapter III : The concerning regulations of WTO's "Agricultural Agreement" . It introduces the basic framework concerning agricultural protection in the regulations , it also states China's commitment after entering WTO and the effect of the framework of WTO to China's agricultural assistance and protection . and it analyzes the available policy sphere in agricultural assistance and protection after entering WTO and makes clear the standard in adjusting the measures for agricultural development . Chapter IV : Analysis on China's policies of assistance to agriculture . First is the factual analysis of the condition and overall evaluation on China's agricultural assistance based on two standards , our country's financial budget and WTO regulations . Then it puts forward the problems in assistance to agriculture . At last , by introducing the regulations of the central committee's NO.1 Document , this part gives people the hope for government's assistance to agriculture and provides basis for adjusting agricultural protection measures . Chapter V : The abroad experience in agricultural assistance and its hint to China . First , this part analyzes and compares the financial assistance policies to agriculture of several WTO member countries Then it states the hints of those countries' experience on adjusting China's agricultural assistance policies , including increasing financial investment on agriculture , making it the main objective of finance to improve peasants' income and perfecting the undergoing agricultural laws and regulations .
